USPC is a Joint Venture Agreement (JVA) between the Government of Uganda (represented by the Office of the President, Ministry of Finance Planning and Economic Development and Uganda Printing and Publishing Corporation- UPPC) and the German Consortium (Veridos GmbH and Giesecke + Devrient GmbH), which was signed on 4th October 2018.
The overall goal of the JVA is to revamp UPPC and this should result in the domiciling of all government security printing solutions at UPPC. Overall, USPC is a creature of the JVA and its creation is to fulfill the policy objectives of the Government of Uganda as laid out in Section 2(iv) of the PERD Act; specifically; the rehabilitation and restructuring of public enterprises.
As one of the key institutions that are spearheading the handling of all Government security documents, USPC has become a major investment vehicle for driving the country towards the realization of the NDP III and ultimately Vision 2040.
USPC in collaboration with Veridos GmbH has registered great achievements since inception including setting up the Uganda Driving Licensing System Project, the e- Passport project, the extension of security document services to other regions in Uganda (Gulu, Mbale, Mbarara, Kabale, Jinja) and global centres (Otawa, Abu Dhabi, Beijing, London, Washington, Pretoria, Copenhagen) centres. In addition, USPC is completing the construction of a Security Factory in Uganda.
We will continue to support the country’s development agenda while scaling up the use of the latest technologies and handling all the country’s security-related documents.
