Uganda Security Printing Company was formulated as a joint venture between the government of Uganda and a Germany Consortium Veridos.
Uganda Security Printing Company Limited was formulated in November 2018 as a special purpose vehicle to revamp Uganda Printing and Publishing Corporation (UPPC). We are situated in the Republic of Uganda, Kyadondo Road, Nakasero Trust Towers 3rd Floor, P.O.Box, 33335, Kampala.

The Legal Framework
The operations of USPC are guided by the Companies Act, Laws of Uganda. USPC is owned by the Government at 51% shares through Uganda Printing and Publishing Corporation (UPPC) and the Consortium of Veridos GmbH and G&D GmbH, owning 49%. This therefore makes USPC a State Owned Enterprise and subject to the legal requirements thereof. In the Government system, USPC is supervised by the Office of the President and Ministry of Finance, Planning and Economic Development (MoFPED).
Joint Venture flow of shareholders
The operations of USPC are guided by the Joint Venture Agreement (JVA) between the Government of Uganda and the German Consortium (Veridos GmbH and Giesecke + Devrient GmbH). The JVA came into effect on 4th October
The mandate is to revamp UPPC as a Special Purpose Vehicle (SPV).
Overall, USPC was formulated to fulfill the policy objectives of the Government of Uganda as laid out in Section 2(iv) of the PERD Act; specifically; the rehabilitation and restructuring of public enterprises.
